We always blow our balloons up 24-48 hours prior to our events and from the moment we were blowing them up on the machine we could tell the quality was poor. The balloons were super stretchy and popped if we tried to blow them up close to full size. One of the necks even tore when tying it to another balloon. By the time the installation happened we had several that had shrunk to half the size or less. Definitely purchase more than you need so you have extra to replace the ones that don't hold up.
