Sempertex are the best quality balloons on the market today. When I used to buy only Qualatex I would factor in 2 to 3% for breakage/clumped together balloons. Out of a dozen bags of these expect maybe one broken balloon, pretty amazing honestly. After trying all the other brands out there I did not have much hope, but I have been pleasantly surprised with these!
